Lessons and Insights from Europe’s WMA Transition

Warm Mix Asphalt (WMA) was first developed in Europe over 25 years ago, but in recent years its adoption has accelerated across the continent. Driven by green public procurement, decarbonisation goals, health & safety regulations on fumes, stack emission limits, and changing fuel costs, among others, countries such as Germany and the Netherlands have adopted the ambitious goal of reaching 100% asphalt production at reduced-temperature by 2026. This rapid transition has brought not only significant challenges but also valuable lessons.

In order to facilitate a smooth and effective transition in Europe EAPA designed a 3-step initiative, which started in 2024 with the publication of two papers on WMA for Industry and Administrations. These documents compiled all the information available on WMA, such as definitions in different countries, technologies available in the market, benefits, challenges and experiences around the world.

The second step consisted of a Webinar, held on 12 November 2025 and hosted by Dr Breixo Gómez Meijide, which brought together hundreds of professionals from across Europe and beyond. These participants could learn first-hand from the countries that are ahead in Europe in the WMA transition. In this, Knut Johannsen (Germany), Thessa Luijendijk (The Netherlands), Geir Lange (Norway) and Malcolm Simms (UK) presented their national experiences and Breixo Gomez gave a brief overview of the situation in France, Spain, Italy, Ireland, Czech Republic and Croatia.

The EAPA WMA Workshop is the third step. Building on the 2024 publications and the 2025 webinar, this in-person workshop will bring professionals together in Vienna to define a common roadmap for Europe’s transition towards 100% WMA production.

The workshop takes place right before the E&E Event 2026 (11–12 June) in the same venue. EAPA is the common organiser of both events, making it easy for participants to attend both seamlessly and book tickets via the E&E Event website.

2. WMA Webinar (2025) 

The webinar, held on 12 November 2025, featured experts from Germany, the Netherlands, Norway, and the UK, with additional insights from several other European countries.
Speakers shared national experiences, definitions, drivers, technologies, challenges, and lessons learned, while participants engaged with them through the live chat.

3. EAPA WMA Workshop – Vienna, 10–11 June 2026

The next step in the initiative is the EAPA WMA Workshop, held in Vienna on 10–11 June 2026.
The workshop takes place in the same venue as the E&E Event 2026, which follows immediately afterward (11–12 June), allowing participants to attend both events easily. In this, discussions, group sessions and brainstorming activities will be organised to define the roadmap of actions to ensure a smooth and effective transition towards 100% WMA production in Europe.

Both events are organised by EAPA and hence are linked, and participants can book their tickets together via the E&E Event website.
